The reason for the flogging is unknown, and could be, as the elder Dansker, a fellow crew member, states, solely because it was his time. The instigator of the flogging and of seemingly other unprovoked brutality is the ship's Master at Arms, John Claggart. The ship's captain, Edwin Fairfax Vere, knows the type of man that Claggart is and does not condone his actions. Budd, in turn, does not hate Claggart as do most of the other crewmen, but tries to understand him. When Vere is the sole witness in an incident between Claggart and Budd, Vere, with the help of his officers, has to decide what is just, what is the best for the Avenger and what is best for the British admiralty, especially in this time of war.

There are some setbacks, such as violence against the protesters and Gandhi's occasional imprisonment. Nevertheless, the campaign generates great attention, and Britain faces intense public pressure. Too weak from World War II to continue enforcing its will in India, Britain finally grants India's independence. Indians celebrate this victory, but their troubles are far from over. Religious tensions between Hindus and Muslims erupt into nation-wide violence. Gandhi declares a hunger strike, saying he will not eat until the fighting stops. The fighting does stop eventually, but the country is divided. It is decided that the northwest area of India, and eastern part of India (current day Bangladesh), both places where Muslims are in the majority, will become a new country called Pakistan (West and East Pakistan respectively). It is hoped that by encouraging the Muslims to live in a separate country, violence will abate. Gandhi is opposed to the idea, and is even willing to allow Muhammad Ali Jinnah to become the first prime minister of India, but the Partition of India is carried out nevertheless. Gandhi spends his last days trying to bring about peace between both nations. He thereby angers many dissidents on both sides, one of whom finally gets close enough to assassinate him.

One day, he sees his old family and friends - including his older foster sister Carol, her boyfriend/his old buddy Charlie, Jimmy's ex-wife and Carol's best friend Shirley, and Jimmy's pre-teen daughter Marlene - on a television talk show, they baring their souls to a national audience. He has not seen any of them in years. Of note on the show, Shirley rejects the marriage proposal of her slightly awkward live-in boyfriend Dek. Jimmy sees her answer to Dek as a reason to head back to the Midlands to reunite with his past, especially with Shirley and Marlene. Dek, already humiliated, is less than thrilled to see Jimmy back in their lives. In the ensuing duel between Jimmy and Dek for Shirley and Marlene's affections, others get caught up in the crossfire. Meanwhile, three of Jimmy's equally hapless crook friends from Glasgow come looking for him, Jimmy who left them high and dry at their latest heist and who absconded with all the money.

The teenager and skateboarder Alex is interviewed by Detective Richard Lu that is investigating the death of a security guard in the rail yards severed by a train that was apparently hit by a skate board. While dealing with the separation process of his parents and the sexual heat of his virgin girlfriend Jennifer, Alex writes his last experiences in Paranoid Park with his new acquaintances and how the guard was killed, trying to relieve his feeling of guilty from his conscience.
